Differences and disagreements are a part of life and Bel Air Presbyterian Preschool recognizes the need for healthy communication and a way to handle grievances based on Jesus’ model in Matthew 18:15-22.

If you have a grievance, we ask that you go directly to that person first and explain your situation. If you feel the issue is unresolved, then go to someone of higher authority (i.e., teacher, director, church executive or committee members).

The purpose of implementing this type of process is to establish an open and healthy line of communication between the individual person within the Preschool that is based on Jesus’ model of love and forgiveness, thereby promoting opportunities for mutual esteem, trust and unity.

Bel Air Presbyterian Preschool is committed to providing a loving and learning environment for your child that is free from any form of harassment or intimidation. In an effort to protect your child and ensure their development in a positive way, we ask you as parents to make (and sign upon enrollment) the following pledge. This pledge seeks to remind us of the appropriate channels and ways to communicate with children, staff and parents as in accordance with our biblical beliefs and our grievance policy.

• We will strive to support the school in the way we communicate with our children, the staff of the school and other parents. We will not be discourteous to, threaten or use inappropriate language or actions towards any child, teacher, administrator, parents, guardian or any person acting on behalf of the school—either on or near school property, or when attending school-related functions.

• We will not approach any child, other than our own to obtain confirmation, clarification or “their view” on school-related issues, disputes or disagreements between children at school. Such matters or concerns must be brought to the Teacher or Director’s attention.

• We will take any question or suggestions to the Teacher, Director or Administrator directly. We understand that gossipping and complaining among parents can be destructive and not in the best interest of our child’s experience and education at Preschool.

• We will in our communication and conduct at school and with children of the school, act with the “Law of Love” (James 2:8a).

Community Care Facilities and Child Day Care Facilities

PERSONAL RIGHTS: See 101223 for waiver conditions applicable to Child Day Care Facilities. (A) All Facilities. Each person receiving services from a community care facility and/or child day care facility shall have rights which include, but are not limited to the following:

The Right:
1. To be accorded dignity in his or her personal relationship with staff and other persons.
2. To be accorded safe, healthful and comfortable accommodations, furnishings and equipment to meet his or her needs.
3. To be free from corporal or unusual punishment, infliction of pain, humiliation, intimidation, ridicule, coercion, threat, mental abuse, or other actions of punitive nature.
4. To be informed and have the authorized representative informed by the licensee of the provisions of law regarding complaints including, but not limited to, the address and telephone number of the licensing agency’s complaint receiving unit, and of information regarding confidentiality.
5. To be free to attend religious services or activities of his or her choice. Attendance at religious services or activities, either in or outside the facility, shall be on a completely voluntary basis.
6. To leave or depart the facility at any time, except for house rules for the protection of clients or for minors and others from whom legal authority has been established. (Pertains to Community Care facilities only.) 7. Not to be locked in any room, building, or facility premises by day or night.
8. Not to be placed in restraining devices without advance approval by the licensing agency.

As mentioned above, the client and/or parent(s)/guardian has the right to be informed of the licensing agency to contact regarding grievance or complaints. Clients should contact the agency stated below:

notification of parents’ rights

Instructions:
This form is intended to meet the requirements of California Health and Safety Code Sections 1596.857 and 1596.859, which pertains to the right(s) of parents or guardians to inspect the child care facility their child attends. The facility is required to:

1. Post this notice in a prominent place
2. Make sure the child’s parent(s) or guardian(s) completes and signs acknowledgement at the bottom of the form (given at enrollment)
3. File the signature form in the child’s record and give the parent(s) or guardian(s) a copy of the Parent’s Rights to keep

PARENTS’ RIGHTS
1. Parents or guardians, upon presentation of identification, have the right to enter and inspect the child care facility their child attends without advance notice to the provider. This right can only be exercised during the facility’s normal operating hours or at any time that the child is receiving care in the facility.
2. Parents or guardians have the right to file a complaint against the facility with the licensing agency.
3. Parents or guardians have the right to review, at the facility site, licensing reports of facility visits and substantiated complaints against the facility. The facility is not required to keep this information beyond three years. Only information available in the public file of the local licensing agency is to be made available to parents or guardians at the facility. Public information on inconclusive complaints is only available at the local licensing agency.
4. The law prohibits discrimination or retaliation against any child or parent or guardian should the parent or guardian choose to exercise his or her right to inspect the facility or to file a complaint against the facility.
5. The law requires that parents or guardians be informed of their rights (see numbers 1,2, & 3 above).
6. The law requires that this notice be posted in the facility in a location accessible to parents or guardians.
7. Be informed by the licensee, upon request, of the name and type of association to the child care center for any adult who has been granted a criminal record exemption, and that the name of the person may also be obtained by contacting the local licensing office.
8. Receive from the licensee the Caregiver Background Check Process form.
9. The law authorizes the person in charge of the child care facility to deny access to a parent or guardian if:
a. The parent or guardian is behaving in a way that poses a risk to children in the facility. Or. . .
b. The adult is a non-custodial parent and the custodial parent has requested the facility in writing not to permit access to the non-custodial parent.
